Food hygiene and canned beverages: the point of Cassoli Group

From 1999 to Covid-19, how information about food hygiene related to canned drinks has changed

It was February 6, 2005 when, on page 10 of the Evening Courier, Italian morning daily newspaper, an announcement appeared from the Ministry of Health (Department of Prevention and Communication – Office of the Commissioner ad acta) that read as follows:
“Consumptions of canned beverages with a “stay on tab” opening mechanism or with a retractable tab, such as that of any other canned food, require compliance with hygiene conditions, as contamination of the tab may cause, after taking it off, the introduction of microbial agents into the drink. Therefore, while cans should be stored in clean rooms and external surfaces should be kept clean, consumers are recommended to:
● pay close attention to the state of the packaging;
● before opening the container or can with a stay on tab opening mechanism, it is a good hygienic rule to clean the opening area;
● discard or return the dirty container to the seller;
● consume drinks after having poured them into a container suitable for use.”

Years have passed since this and other articles that immediately put us in front of a real danger: what was seen as a moment of relaxation, drinking a drink in a can, could be configured as an endless circle of contamination. Then the Covid, the pandemic, the lockdown, Italy closed in its natural borders, the world closed from country to country, a single fear that has united us all: the transmission of a virus that put the planet in danger by registering 6,938,353 deaths. So, one of the many problems that we have been living with for years made a strong comeback: drinking from cans, as well as being dangerous, is not hygienic.

FOOD HYGIENE AND CAN PACKAGING: AN OVERVIEW

If in 2005 the Evening Courier made available to the Ministry of Health a space where, like a good family man, reminded us of good practices to follow before drinking our favorite drink in a can, the problem of opening cans and the resulting contamination was already being addressed in 1999, when Codacons (Coordination of the associations for the defense of the environment and the rights of users and consumers), through an appeal to the Lazio regional administrative court, asked the health authorities for a measure to protect the health of consumers, by changing the traditional “stay on tab” opening system. Both the Regional Administrative Court of Lazio and the Council of State granted the requests of Codacons but little or nothing was done, as well as when the issue became the focus of attention again in 2005. With a jump of 15 years, the problem spoke out again stronger than ever with the whole world bent in the face of a health crisis characterized by the spread of Covid-19. In the time of the pandemic, doubts about the safety of drinking in cans have become more and more legitimate and the literature on the subject has once again emerged.

A 2018 Anglo-Saxon study, in particular, verified the state of cleanliness, the contamination of bacteria by hands and their survival in warehouses. This study showed that little less than 200 cans analyzed before contact with hands revealed the presence of proteins in 46% of them, hygienic state at risk for 31% and medium danger slightly less than 22%. Moving on to contact with E.Coli contaminated hands, (E.Coli simply appears on unwashed hands after going to the toilet) cans showed bacteria in 50% of cases when wet and 30% when dry. In general, bacteria survive for up to 14 days.

So much news that revolves around this delicate topic, so much fake news carried out over the years. Talking about a risk of contamination during the bottling process, in 2023, well, this seems really far-fetched. That this increases in the logistical stages after delivery, such as in the Distribution Centers or at the beverage wholesalers, in this case we can say it is much more likely. A risk of contamination that is medium in the organized retail, where on the shelves we find different products, or in the small independent retailers, where the manipulation is high, and that becomes increasingly high in the commercial and collective catering, where different hands of different people come into contact with the cans.

European Green Deal, what’s new on waste and sustainable packaging regulations

Fighting climate change and environmental degradation: the food & beverage packaging side

On November the 30th, the European Commission announced its approval of the new rules for reducing packaging waste. Main objective: to promote re-use and make all packaging recyclable by 2030, in line with the European Green Deal. In this context, the Italian aluminium packaging industry is at the forefront in Europe, having for some time exceeded the targets set at EU level. Our country shows among the highest rates of recycling at the lowest possible costs. Unsurprisingly, the environmental contribution paid by companies to encourage the collection and recycling of aluminium packaging is, with 7 Euros per ton, the lowest in Europe.

Climate change and environmental degradation pose a huge threat to Europe and the world. The future of Europe depends on the good health of the planet and it is in this perspective that the EU countries have committed themselves to achieving the objective of climate neutrality by 2050, while respecting international commitments under the Paris Agreement. The EU’s strategy to achieve the 2050 target is what is contained in the European Green Deal, a package of strategic initiatives aimed at supporting the EU’s green transition.

To overcome these challenges, the European Green Deal will transform the EU into a modern, resource efficient and competitive economy, creating new opportunities for innovation, investment and jobs, but also for:
• reduce emissions
• create jobs and growth
• fight energy poverty
• reduce dependence on external energy
• improve health and well-being

An important slice of these new green models also concerns the world of packaging.

WASTE REDUCTION, THE NEW EU RULES ALSO COVER THE PACKAGING OF CANNED BEVERAGES: DETAILS

In the late 2022, the European Commission approved new rules for the reduction of packaging waste. The goal is to promote re-use, making all packaging recyclable by 2030, in line with the European Green Deal. In particular, there are three main lines in the EU review:
• preventing the production of packaging by imposing restrictions on unnecessary packaging and encouraging re-use and recycling solutions;
• promoting recyclable packaging at sustainable cost;
• create a market of secondary raw materials for waste reduction with obligations for producers.

But where does this need come from? The problem of packaging waste is important and is estimated at 180 kilos per year for each European, plastic in particular.

Eurostat has calculated that in Italy, in 2020, every inhabitant produced almost 2.9 tons of waste, a consistent figure, even if decreasing compared to 2019. In this perspective of improvement, our country ranks among the ten best in Europe, ahead of Finland, Sweden, Belgium, Germany and France. Also the 2021 report of the Ispra – Higher Institute for Environmental Protection and Research claims that in Italy in 2020 companies have produced less packaging compared to the previous four years.

WASTE REDUCTION, THE NEW EU RULES ALSO CONCERN THE PACKAGING OF CANNED BEVERAGES: THE FUTURE

The new EU rules aim to speed up the process towards a substantial reduction of waste by 2030, implementing reuse and recycling in the countries of the Union, so as to cut even more waste per capita.

To help the consumer, there will be clear labels that will indicate which materials the packaging is made of, where it should be recycled and whether it can be reused or refilled.
On the producers’ side, the EU will impose certain obligations. On the one hand, some forms of packaging will be banned, such as single-use packaging in restaurants, hotels and for fruit and vegetables, on the other one, businesses will be required to offer consumers a certain percentage of their products in refillable or reusable packaging.

History and curiosities of the aluminum drink can

A success story that passes through anecdotes, curiosities and technical aspects. Without forgetting the contribution of Ecocap’s.

Non-resealable airtight container: this is how the can is defined.

The origin of the name comes from afar and refers to the material with which the first cans were born, precisely tin, an iron sheet on which a thin patina of tin is placed.

The production of the first cans dates back to 1957, which immediately had a moderate diffusion linked in particular to the characteristics of aluminium, malleable, light and cheap.

Beer was the first drink in a can. Made of tin, they were marketed in the 1930s in Richmond, Virginia. Previously, the attempts made had failed, for two reasons:

  • in contact with the liquid, the metal released substances that altered the flavour and were dangerous to health;
  • the carbon dioxide caused the volume of the contents to swell up until the can burst.

The solution was found by the Gottfried Krueger Brewery which in 1935 marketed the first beers in tin cans. The success was completed by replacing the tin with aluminium: a unique and performing material.

CANS: SHAPE AND CHARACTERISTICS

The classic aluminium can used for soft drinks is made up of two parts: the cylindrical body and the bottom are obtained through drawing, while the printed lid is applied by seaming.

Among the pluses of aluminium is the reduction in thickness, a tenth of a millimetre, as much as a sheet of paper, associated with considerable resistance: the aluminium sheet can withstand a pressure of 6 atmospheres.

Over the years, the cans have been modified several times, starting with the opening. At first, the top was airtight and a hole had to be drilled to open it.

Subsequently, in the early 1970s, the outward flap opening was introduced. With Pepsi Cola cans, the safer push-in opening appeared.

A CONTINUOUS EVOLUTION: CANS AND DESIGN

At the basis of the evolution is the need to keep the contents intact (33 cl) while making the layout more ergonomic and pleasant: from 11.5 cm in height it goes to 14.5 cm with a consequent narrowing of the diameter.

This new style was chosen for the cans of Coca Cola, Fanta and Sprite, probably influenced by energy drinks which are marketed in narrow and long cans.

Pepsi has also paid a lot of attention to cans. In 2015, a competition was promoted, aimed at young designers, to revitalize the external appearance of the can. The goal of the project was to be able to amaze, stand out on the market, giving value to the container and not just the content.

An increasingly green and environmentally friendly Europe demands a sustainable and clean production: the European Commission’s proposal for a regulation on the reduction of packaging provides to reduce packaging waste by 15% per capita for each country by 2040. By 2030, 20% of take-away beverage sales will have to be served in reusable packaging, reaching 80% by 2040. Disposable packaging will be banned in bars and restaurants, as single-use bottles in hotels. Due to the constant and alarming reports on the environmental situation, for several years now the world’s organizations for environmental protection have been denouncing the pollution cause by packaging, single-use plastic packaging in particular. One need only refer to the situation in our seas and rivers to see how the presence of non-biodegradable waste affects the health of the environment and activities such as fishing. It is precisely from this evidence that the European Commission needs to face the problem of reducing the impact of certain materials on the environment, setting timetables for their abolition and trying to encourage and promote the principles of the circular economy: reduce, reuse, recycle.

Despite this, packaging waste is constantly growing:  it is estimated that every European citizen generates 180 kg per year and it is estimated that 40% of the plastic and 50% of the paper used in the EU are destined for the packaging sector. These and many other reasons have led the European Commission to present a new proposal for a Regulation on “Packaging and packaging waste” aimed at eliminating unnecessary packaging by promoting reuse, deposit and recycling.

SUSTAINABLE AND CUSTOMIZABLE CAN PACKAGING

The Proposal for a review of the Regulation on packaging and packaging waste by the European Parliament and the European Council, amending Regulation (EU) 2019/1020 and Directive (EU) 2019/904 and repealing Directive 94/62/EC, aims to reduce packaging waste by 15% per capita per Member State by 2040, compared to 2018. The achievement of the goal provides a gradualness ranging from 5% by 2030 to 10% by 2035.

By 2030, according to the regulation, all packaging will have to be fully recyclable while all unnecessary forms of packaging will be banned. According to the EU Commissioners, these measures will reduce greenhouse gas emissions from packaging to 43 million tonnes by 2030, compared to the 66 million expected in the absence of new measures. By agreement, water consumption would also benefit from a saving of 1.1 million cubic meters and the costs of environmental damage would be reduced by 6.4 billion euros.

Wine market: canned wine in consumption trends

From 241 to 725 million dollars in 2030: this will be the trend of the canned wine business, which continues to grow. In the UK, Waitrose is going to use it for small formats, eliminating the glass.

Although relatively little appreciated in Italy, canned wine is increasingly a global phenomenon. Confirmations in this sense come on several fronts. In 2021, the market segment of canned wine was estimated at 241 million dollars and by 2030 it could reach 725 million dollars, with a growth of 13% per year, according to a survey by “Straits Research”.

Even if it has not yet seduced the purists, canned wine is very popular with the younger generations, gaining new market shares. In fact, canned wine can count on: simplicity of use and consumption, environmental sustainability, better protection of the contents from light, convenience in managing the furnishings and excellent advantages for marketing and label communication.

There are already numerous companies that are investing in this direction and important international publications, such as “Wine Spectator”, are dedicating an increasing amount of space and reviews to canned wines.

SUSTAINABILITY IS THE KEY

The real turning point for the affirmation of canned wines, as well as the essential improvement in terms of quality, is linked to sustainability, albeit with the different specificities of the reference markets.

An example comes from the British large-scale retail giant WaitRose which, at the beginning of the year, declared that it will replace all smaller formats of wine (from half bottles down, with the exception of Champagne, Prosecco, Cava and Rioja). The goal is to have lighter packaging that is easier to recycle and that produces less CO2 (especially in terms of logistics). In this way up to 320 tons of packaging material will be saved and the resulting “carbon footprint” will be significantly reduced.

This is certainly a significant change in a market where private label wine is strong and made up of realities of depth. About 30 million smaller packages of wine than the 0.75-litre bottle were sold last year alone.

THE SWEDISH CASE

If this is the trend in the UK, in the Scandinavian markets, especially in Sweden, managed by the monopoly agency Systembolaget, at least for a portion of imported wine the alternative to glass will be mandatory.

Systembolaget has declared that by the end of 2023 it will cut the climate footprint of its packaging by 10%.

Many customers who buy bottled wine will have to opt for packaging, such as cardboard, PET or cans, which have a lower climate impact.

A note from the same agency the use of cardboard packaging is recommended, as well as the use of cans., because aluminium is light and presents a high level of recyclability: 75% of all aluminium that has been produced in the world is still in use.

These signs testify to the ongoing change and cannot be ignored by a country like Italy.

These changes could have significant repercussions on companies engaged in the can packaging segment, starting with Ecocap’s.
